Position Summary
The Lead Utility Estimator is responsible for managing the end-to-end estimating process for overhead and underground electric utility projects. This role leads the development of competitive bids, coordinates with operations and field personnel to validate production rates, and ensures timely, accurate, and complete proposals are submitted to clients. The Lead Estimator also plays a key role in developing project scopes, pre-bid planning, and building lasting client relationships.
Key Responsibilities
· Lead the preparation of detailed cost estimates for T&D, substation, and utility storm projects
· Interpret RFQs, drawings, specifications, and client standards
· Perform takeoffs, develop production assumptions, and build unit-based pricing models
· Collaborate with operations, safety, and procurement teams to validate labor, equipment, and material assumptions
· Manage pre-bid meetings, subcontractor pricing, and bid clarifications
· Track bid submissions, results, and feedback for continuous improvement
· Develop and maintain a library of historical cost data, production benchmarks, and proposal templates
· Represent the estimating department in bid reviews and client meetings
· Assist in bid handoff and turnover to project management upon award
Qualifications
· 7+ years of experience in estimating electric utility construction projects
· Strong knowledge of overhead/underground T&D construction methods and materials
· Proficient in estimating software and tools
· Excellent attention to detail and ability to meet tight deadlines
· Strong written and verbal communication skills
· Field experience or prior role in operations is highly preferred
· Ability to manage multiple bids and work in a fast-paced team environment
